The case for a new Armenian Armed Forces doctrine
Survival has remained the most fundamental principle in the minds of Armenians. Despite genocide, ethnic cleansing and a geopolitical location at the crossroads of hostile neighbors, the survival of Armenian civilization for over 2,000 years is tremendously impressive. Since at least the 2016 Four-Day War, serious questions have been raised regarding Yerevan’s national security strategy, military preparedness and arms procurement. In a 2022 academic article for the U.S. Army War College, Armenian Colonel Zhirayr Amirkhanyan wrote: “The root cause for the defeat of the Armenian forces in the Second Nagorno-Karabakh War (2020) was flawed military doctrine inherited from the Soviet Union.” Colonel Amirkhanyan, who is the current Assistant to the Chief of the General Staff at the Armenian Ministry of Defense, articulated three crucial arguments. First, he analyzed how Azerbaijan was able to defeat his country’s armed forces. Second, he criticized Soviet doctrine as a viable method of warfighting for Armenia. Third, he outlined several lessons Yerevan failed to learn in the 30-year period between the first and second Nagorno-Karabakh wars. This analysis will bulwark Colonel Amirkhanyan’s criticism of Armenia’s reliance on the Soviet method of warfighting. It will offer new considerations for Yerevan to focus on maneuver and survivability.  Soviet attrition warfare works for some, but not for Armenia Soviet military doctrine was unique in its strict top-down hierarchy, leveraging overwhelming mass to outmatch and exhaust the enemy through protracted attritional warfighting. “Attrition” means to grind down the opposition through sustained attacks and pressure, forcing the enemy to expend resources. If one side cannot—or will not—exert the necessary manpower, firepower or economic strength, among other methods of state power, the losing side will be compelled to cede most or all of its authority to the winning side. The Soviet attritional model has been heavily used by each side in the Russia-Ukraine War. Valery Gerasimov, Chief of the Russian Armed Forces General Staff and a leading modern Russian military strategist, has praised Soviet military doctrine forefathers like Aleksandr Andreevich Svechin. Through attrition warfare, Moscow has utilized a similar Soviet-style approach in Ukraine which, despite taking more casualties, may ultimately succeed. Yet, Russia can afford to wage such a war, whereas Armenia cannot. The Armenian Armed Forces’ (AAF) reliance on Soviet military doctrine comes from its legacy as a former Soviet Republic and leadership historically trained in Soviet-style thinking. However, it is difficult to compare modern Armenia’s security posture to the Soviet Union, Russia Federation or Ukraine. Armenia is drastically smaller in size and population. Consider how many casualties the Soviet Union’s Red Army suffered in Stalingrad alone, or how Nazi Germany was able to capture vast amounts of Soviet territory before its Eastern Front collapse. Would the same Soviet method of attritional warfighting work against an Azerbaijani offensive with possible Turkish support? No. A call for Yerevan to “maneuver” If Armenia cannot leverage Soviet attritional warfighting, then what should replace it? Colonel Amirkhanyan suggests “maneuver warfare.” He wrote: “Soviet-legacy operational concepts prevented the Armenian forces from conducting maneuver warfare during the war proper and preordained decisions…well before the hot phase of the conflict.” In other words, Colonel Amirkhanyan desires to change Yerevan’s warfighting doctrine from Soviet attritional warfare to the opposite spectrum, “maneuver,” a modern Western school of thought. When Azerbaijan attacks swiftly with combined arms, including heavy precision fires, one-way-attack and air-to-ground drones, Armenia simply cannot win through attrition. Yerevan lacks the capabilities and resources to fight in the same way Russia and Ukraine do. …and incorporate doctrine for “survivability” In addition to maneuver doctrine, the AAF should prioritize the continuation of operations over individual battles—especially where there is low confidence in victory. For example, terrain that may not prove vital to national defense goals may be sacrificed if it means that operations can continue to support other high-priority objectives. The AAF must be designed to accommodate and save as many military lives as possible, ensuring continued operations and support from citizens. The objective must be to fight for as long as possible and to prevent, at worst, total capitulation in which adversaries can limitlessly dictate the terms of surrender. Secondarily, the AAF must buy time for Yerevan’s diplomacy and third-party interventions to halt Azerbaijani and Turkish attacks. The AAF must implement strategy, doctrine and intent to maintain force survivability, which includes—but is not limited to—resources, manpower and morale to continue fighting. Survivability complements maneuver thinking. To implement these concepts, should the Armenian government borrow money and sacrifice taxpayer wealth to purchase the latest technology? No, because technology alone does not win wars. Unfortunately, rapid military Westernization often leads to the procurement of extremely state-of-the-art equipment that is difficult to train with or maintain. The AAF must be keenly aware of its strengths and weaknesses in order to exercise fiscal prudence when acquiring new equipment and implementing new doctrine. In the Russia-Ukraine War, very inexpensive first-person video and one-way attack drones have changed the battlefield in favor of the attacker. Lessons such as this one should be considered, rather than throwing money at the problem. At the same time, however, Yerevan must understand that some large weaknesses will require a larger portion of the military budget, such as advanced integrated air defense systems. These specific capabilities must be considered for heavy investment. A few considerations when implementing reform Armenian intelligence must be able to precisely assess well in advance: National security strengths and weaknesses; Adversarial capabilities; Adversarial intent on when, where and how the enemy may execute its missions; Vital locations for defense and national level objectives; and Performance of its intelligence duties with ample time for military and civilian decision makers to adapt and act accordingly. Yerevan must never be surprised by an attack or unprepared for its execution. Proper warning intelligence should inform decision-makers at least several days in advance, enabling effective military, diplomatic and civilian responses to thwart and deter the aggressor. If a conflict indeed breaks out, the AAF should already be prepared to execute an operational plan that targets the adversary’s “center of gravity.” For example, if Azerbaijan attacks, Armenia must target that which provides Baku the moral or physical strength, freedom of action or the will to act. If this is targeted and denied, damaged or destroyed, it can significantly weaken or defeat Baku. If successfully executed, it would limit Azerbaijan’s ability to competently continue attacking Armenia. Questions in Yerevan must be raised and answered immediately (if they have not been already), such as: “How can the AAF eliminate the enemy’s important driver(s) to maintain the battlespace in our favor?” One can argue that Azerbaijan likely identified the “land connection” between Armenia and Artsakh/Nagorno Karabakh as a center of gravity in its ultimate objective to seize Artsakh’s territory. In his book, 7 Seconds to Die: A Military Analysis of the Second Nagorno-Karabakh War, retired U.S. Colonel John Antal explains how, through maneuver warfare, Azerbaijan prioritized capturing southern, flat terrain in the Hadrut region before leveraging its air assets to target Artsakh and Armenian air defenses in the mountainous north. After gaining air superiority, Artsakh and Armenian personnel, logistics and strategic positions connecting the two became extremely vulnerable. Baku succeeded by cutting off Armenia from Artsakh through sustained fires from the air domain. It was only a matter of time before Artsakh fell—first through war (2020), then siege (2022-2023) and finally collapse (2023). Lastly, information warfare must become a relentless pillar of Armenian strategy. In War in 140 Characters, David Patrikarakos argues that Israel, despite military success in the 2014 Gaza War, lost the perception battle. Patrikarakos argued that Israel’s unorganized and unfocused engagement in social media was the primary failure in shaping global opinion. Surprisingly, he concluded that an ordinary girl’s advocacy transformed modern warfare as Western households became skeptical towards Israel unlike ever before.  A teenage Palestinian girl, Farah Baker, became what Patrikarakos calls “homo digitalis,” a modern information warrior. He credited Baker’s successful English-language skills and live tweets (now called “X posts”) which gained her a large following. This prompted major Western cable news attention, granting her interview time. Patrikarakos stated that the Israeli military has since reformed and adapted because of Baker, among others. Global perceptions of war have exponentially been shaped by social media since 2014 and War in 140 Characters. When learning from information perception campaigns, it should be asked: Does Armenia have one of the most successful and widespread diasporas? Does Armenia have an incredibly robust tech sector? Do diasporan Armenians over-represent their respective countries in media, politics, business and culture? If any of these are true, it should not be challenging for the homeland and diaspora to work with the AAF to develop formal and informal media perception campaigns. There are plenty of lessons to learn from any ongoing conflict. The ultimate goal should be to convince global powers to action—stopping attacks against Armenia. If the AAF is fighting to buy time, the domestic media wing and global diaspora should be fighting for the international community to intervene and end the assault. Conclusion Armenia must continue to challenge its outdated Soviet ways of warfighting and implement meaningful reforms at all levels of warfare: strategic (national, long-term), operational (theater-specific) and tactical (smallest levels of combat). A new Armenian military doctrine based on maneuver over attrition should not be a one-size-fits-all. Military planning is both a science and an art. It requires rigorous vision, deep self-awareness and a commitment to objectives, but is malleable in how it is executed by leveraging strengths and accommodating for weaknesses. It must require meticulous considerations and an unwavering commitment to preparation and vigilance. Armenia may be without an overtly committed ally, but Yerevan has a significant advantage in defending its territory thanks to its dynamic and well-educated population now making significant technological and economic advancements. Furthermore, Armenia’s unity under democratic values is inherently more advantageous than its unfree adversaries, as free speech and reason can shape how militaries reform, promote personnel based on merit and reward contracts that are economically viable. M.N.: This number: $1,085 is odd (not the usual even number, such as $1,000, $2,000, etc.), therefore it might contain the message; I think, most likely it points to a year in the World History: year 1085. The most notable events of that year in history appear to be: 1. Completion of the “Domesday Book“, and 2. The beginning of the introduction of the paper money in China: The output of copper currency for the Chinese Song Dynasty reaches 6 billion coins a year, prompting the Chinese government to adopt the world’s first paper-printed money later in the 1120s.’
Both events can be viewed as the references and allusions to the present day situations and circumstances: “the doomsday scenario” for the Western Civilization and the “America as the global monetary printing press“. 
The allusions to the WW2 may also be present: The Operation Doomsday of the WW2. 

These allusions and references lift the veil (deliberately semitransparent) over the minds, mentality, and the backgrounds of the putative masterminds of these hypothetical intelligence operations. In my opinion, humble or not, they are the leaders and the functionaries of the New Abwehr, the hypothetical construct which I use in the attempts to analyze and to understand these phenomena. This point of view is supported by the the quite visible activization of the Extreme Rightist and the frankly Fascist political and social movements and groups. 
The twist in this concept is that after the WW2 the remnants of the Nazi Abwehr adopted the anti-Hitler and the anti-Nazi stance, outlooks, and “ideologies”, placing them in the Leftist camp. However, the New Abwehr stays high above all the transient political plays and frays, it is concerned mostly with the overcoming the effects of the formal German defeat in the WW2 and their many feelings of guilt, sorrows, recriminations, post mortem analyses, repetition compulsions elements, rationalizations, etc., etc. Their main preoccupations are the German dominance in the World, the new World order (“my way”, anyway),  and the global political and economic matters which are their tools in governing the World. 
This concept of mine may be right or wrong but it has to be considered and explored further, if we really want to get to the Truth.

The New Abwehr Hypothesis

The 9/11 was inadequately investigated and incorrectly and superficially diagnosed. The price was the twenty years of relentless Hybrid (Intelligence) War attacks, large and small, deadly and symbolic, intimidating and threatening in their nature and directions. This undeclared, invisible, masked Cold War 2 culminated in the Trump PresidencyCorona Pandemic (I think the connection is present), and the Capitol Riot of 1.6.21. The same mistake of the inadequate investigation, committed again, can be very costly. It very well might be the existential threat, in its various aspects. 
“All roads lead to Putin”, Nancy Pelosi diagnosed the situation in five words. I agree with her, it is almost obvious. I will take this Interpretation a couple of steps down the same logical road: 
1. Putin is the agent of the German Intelligence, which is in alliance with the elements of the Russian Intelligence Services, the Russian Mafia State, which are the KGB revived, and with the Russian Jewish Organized Crime, the TOC. 
2. I came to believe that the German Military Intelligence after WW2 played the major role in all the historically significant World events and made inroads into the other services and the Government structures, including the FBI, the CIA, the State Department, etc., etc. The structures of the Russian State were penetrated in a similar fashion, however more secretively, carefully, and discreetly. I call this the New Abwehr Hypothesis of the major World events after WW2
3. I believe that behind the 9/11 is the the hypothetical, very powerful and skillful structure of the New Abwehr. They use the Arabs, the Russians, the Chinese, the Israelis, and others as their covers. 
4. I think that the New Abwehr hypothesis has to be researched and investigated in the utmost depth. You cannot cure or even help the illness if your diagnosis is incorrect. It makes it worse. And there were a lot of incorrect diagnoses in both the Medicine and in the Intelligence Work. Not the political correctness but the complete and total independence in the Intelligence and the Counterintelligence Analysis. Speak Truth to Power. 
The Delphic Truths are the greater truths. They are the intuitive correct diagnoses, the sacred whispers, the dreams coming from the depths. They are the Essence, they are the Truth. Their coherence and internal consistency, logic and knowledge differentiate them from delusions and conspiracy theories. However, these Delphic Truths have to be checked out and convincingly translated and proven in clear and evidence based concepts and language.

Gehlen astutely offered his extensive intelligence network and expertise on the Soviet Union to the American occupation forces.1

The Gehlen Organization, staffed by many former Wehrmacht intelligence officers, including a significant number with Abwehr backgrounds, became a crucial asset for the United States in the early Cold War.2 It provided vital intelligence on Soviet military capabilities, political intentions, and espionage activities in Eastern Europe.3 This organization effectively served as the de facto West German intelligence service until it was formally established as the Bundesnachrichtendienst (BND) in 1956, with Gehlen as its first president.4 The BND, built upon the foundations of the Gehlen Organization, continued to play a critical role in NATO’s intelligence efforts throughout the Cold War.

Beyond the Gehlen Organization, other Allied intelligence agencies also selectively utilized the expertise of former Abwehr personnel. Their knowledge of specific regions, operational tradecraft, and established networks were deemed valuable in the new geopolitical struggle against the Soviet Union. While less centralized than the Gehlen Organization, these instances involved former Abwehr agents providing intelligence, participating in covert operations, or assisting in counterintelligence efforts for American, British, and French services.

It is important to note that the recruitment of former Abwehr members was not without controversy. Concerns were raised about their past allegiances and potential involvement in Nazi-era atrocities. However, in the pragmatic and high-stakes environment of the early Cold War, the perceived immediate value of their intelligence capabilities often overshadowed these concerns.

Conversely, some former Abwehr personnel also found their way into the service of Soviet bloc intelligence agencies, though this is less extensively documented. Their motivations varied, ranging from ideological conviction to opportunism or coercion.

In summary, while the Abwehr as an organization was defunct after February 1944, its legacy persisted through the activities of its former members. These individuals, leveraging their intelligence expertise and networks, played a tangible, albeit often clandestine, role in shaping the contours of post-World War II world affairs, particularly in the intelligence battles of the Cold War. White House stunned as Hegseth inquiry brings up illegal wiretap claims

The White House has lost confidence in a Pentagon leak investigation that Pete Hegseth used to justify firing three top aides last month, after advisers were told that the aides had supposedly been outed by an illegal warrantless National Security Agency (NSA) wiretap.

The extraordinary explanation alarmed the advisers, who also raised it with people close to JD Vance, because such a wiretap would almost certainly be unconstitutional and an even bigger scandal than a number of leaks.

But the advisers found the claim to be untrue and complained that they were being fed dubious information by Hegseth’s personal lawyer, Tim Parlatore, who had been tasked with overseeing the investigation.

The episode, as recounted by four people familiar with the matter, marked the most extraordinary twist in the investigation examining the leak of an allegedly top secret document that outlined options for the US military to reclaim the Panama canal to a reporter.

The advisers were stunned again when Parlatore denied having told anyone about an illegal NSA wiretap himself and maintained that any information he had was passed on to him by others at the Pentagon.

The leak was first attributed internally to Hegseth’s senior adviser, Dan Caldwell, who was escorted out of the Pentagon and fired last month alongside two other aides, Hegseth’s former deputy chief of staff, Darin Selnick, and the deputy defense secretary’s chief of staff Colin Carroll.

But the illegal wiretap claim and Caldwell’s denials fueled a breakdown in trust between the Pentagon and the White House, where the Trump advisers tracking the investigation have privately suggested they no longer have any idea about who or what to believe.

In particular, one Trump adviser recently told Hegseth that he did not think Caldwell – or any of the fired aides – had leaked anything, and that he suspected the investigation had been used to get rid of aides involved in the infighting with his first chief of staff, Joe Kasper.

The fraught situation is sure to increase pressure on Hegseth ahead of a Senate hearing next month, and more broadly for his office, which has been roiled by the leak investigation that has now continued for nearly a month with no new evidence or referral to the FBI.

The fallout has left Hegseth with no chief or deputy chief of staff, as he relies on six senior advisers to run his front office, which is involved in setting the direction of the defense department that has a budget of nearly $1tn and oversees more than two million troops.

And while Hegseth’s former junior military aide Ricky Buria has effectively assumed the job of the chief of staff, the White House has blocked Hegseth from giving him the job permanently on account of his limited experience and role in internal office drama.

The Pentagon declined to comment on reporting for this story. A spokesperson for the White House said in a statement: “President Trump is confident in the secretary’s ability to ensure top leadership at the Department of Defense shares their focus on restoring a military that is focused on readiness, lethality, and excellence.”

White House spurred by rumors

The skepticism among the Trump advisers is widely seen as a product of several developments that started shortly after the suspensions of Caldwell and Selnick on 15 April, followed by the suspension of Carroll on 16 April, according to seven people familiar with the matter.

After the aides were fired on 18 April and issued a joint statement denying wrongdoing, the White House received its first briefing on the firings.

At that juncture, a handful of Trump advisers in the West Wing and elsewhere were told there was evidence that Caldwell had printed a document on US military plans for the Panama canal classified at the top secret level, took a photo, and sent it to an reporter using his personal phone.

But the advisers grew uneasy in the ensuing weeks after Caldwell appeared on former Fox News host Tucker Carlson’s podcast, denouncing their firings as the product of internal office politics at the Pentagon and alleging that the investigation had become weaponized against them.

They also then learned of a rumor at the Pentagon that Air Force office of special investigations (OSI), which had been working the case for weeks beforehand, had possibly identified the leaked Panama canal document by virtue of the fact that it was a draft that lacked certain details that were in the final version of the document.

As the rumor went, the document had led Air Force OSI to focus its investigation on mid-level aides who worked in the US Southern or Central Command or for the joint chiefs of staff, and had not been told to focus on the activities of the three aides until the weekend after they had been fired.

It was not immediately clear whether the the rumor was correct or even from where it emerged. But it appears to have spurred the White House to press Parlatore to disclose the evidence against Caldwell, including how the Pentagon knew what was on his phone.

At first, Parlatore rebuffed the attempts to obtain the underlying evidence, noting it was inappropriate for the executive branch to insert itself into an ongoing criminal investigation that he said could still yield charges.

But towards the end of April, according to what the Trump advisers shared inside the White House, Parlatore suggested that there had been a warrantless wiretap on Caldwell’s phone.

Parlatore has denied making such a claim when confronted by associates, and has generally maintained during the investigation that he has only passed along information briefed to him by others. Reached by phone on Monday, Parlatore referred questions to the Pentagon press office.

Still, the Trump advisers who reeled from the claim also eventually told Hegseth they were concerned by the optics of Parlatore, who had been close to the former chief of staff Kasper, running an investigation that targeted Kasper’s perceived enemies in the office.

The warrantless wiretap episode was not formally resolved. The investigation was transferred to deputy defense secretary Stephen Feinberg’s office around the time that Parlatore had planned to step away to prepare for the trial of another client, Adm Robert Burke, on federal bribery charges.

Parlatore remains a close confidant of Hegseth and he retained his ability to make recommendations in the investigation, according to two people familiar with the situation. Commissioned by Hegseth as a commander in the navy reserve, he is subject to the uniform code of military justice and cannot be directly fired.
